SECTION A ADMINISTRATION

1. GENERAL

1.1  The Toronto International Dragon Boat Race Festival (TIDBRF) reserves the right to change the rules and regulations stated in this document (Official Rules and Regulations) without notice.
1.2  The TIDBRF shall have the sole right and responsibility to construe, interpret and enforce the Official Rules and Regulations, and any decision of the TIDBRF rendered on or under these rules and regulations shall be conclusive and final.
1.3 The TIDBRF reserves the right to add, cancel, or make any changes to the divisional categories or the race structure.
1.4 The TIDBRF reserves the right to limit the number of teams that may participate in any division.
1.5 The TIDBRF reserves the right to accept or refuse any entry to the festival.

2. ELIGIBILITY         

2.1 Divisions

(A) Premier Mixed Division (Corporate, Community or University teams)
(B) Premier Women Division (Corporate, Community or University teams)
(C) Junior Mixed Division (Community or High School teams)

2.1.1  Definition:  Premier Divisions (Mixed or Women) consist of crew members who must be at least 16 years of age on or before the first practice session or the first race day. Junior Mixed Division consists of crew members who are at least 15 but under 19 years old on January 15, 2008. 

2.2  Premier Mixed and Premier Women Divisions

2.2.1  Conformity:  All teams must conform to the Official Rules and Regulations of the TIDBRF.
2.2.2  Corporate/Community/University teams: Premier Division teams may consist of teams registered in the name of a business/commercial entity (Corporate teams) and teams registered in any other names other than that of a business/commercial entity (Community and University teams).  
2.2.3  Corporate teams are only allowed to represent their respective sponsoring business' commercial interests.
2.2.4  Community and University teams are not allowed to represent any commercial interests or take part in the races wearing or displaying any clothing or other items such as banners displaying commercial interests.
2.2.5  Registration forms must be signed by an officer of the business entity or a representative of the community group who has the authority to bind the organization.
2.2.6  Team members registered in this division are not allowed to register or participate in the junior division.
2.2.7  The logo on the team uniform and paddles can only be that of the sponsoring business or community group. The maximum size of which is limited to 12" x 12".
2.2.8  Advertising: No other advertising displays such as tents, banners are allowed without prior approval of the TIDBRF.

2.3  Junior Mixed Division

2.3.1  Conformity: All teams must conform to the Official Rules and Regulations of the TIDBRF.
2.3.2  Teams in this division are not allowed to represent any commercial interests or take part in the races wearing or displaying any clothing or other items such as banners displaying commercial interests.
2.3.3  Registration forms must be signed by an officer of the school or a representative of the community group who has the authority to bind the organization.
2.3.4  Team members registered in this division are not allowed to register or participate in the premier mixed division.
2.3.5 The logo on the team uniform and paddles can only be that of the sponsoring community group. The maximum size of which is limited to 12" x 12".
2.3.6  Advertising: No other advertising displays such as tents, banners are allowed without prior approval of the TIDBRF.

2.4  Crew Members

2.4.1  Paddlers Mixed Divisions: At least eight paddlers must be women.
2.4.2  Paddlers Women Division: All paddlers must be women
2.4.3  Drummer and Steer-person:  Drummers or steer-persons can be either men or women for any types of entries. (e.g. A women's team can have a male drummer and/or steer-person on its team)  

2.5 Local, National and International Teams

2.5.1  Local teams are defined as those teams with a minimum of 90% of their crew members with a domicile in the Greater Toronto area and include the following municipalities or regions: City of Toronto, the regions of Halton, Peel, York and Durham, and the counties of Simcoe and Dufferin.
2.5.2  National teams are defined as those based in Canada which is outside of the local area as defined above in 2.5.1.
2.5.3  International teams are defined as those that are based outside of Canada.

3. REGISTRATION

3.1 Registration Form
Each team must complete the registration and practice time selection form (Forms A in Section D) and Practice Time Selection Form if applicable (Form B in Section D) included in this package or at the TIDBRF web site www.dragonboats.com and forward it to the Registrar, TIDBRF 2008, by one of the following methods:
(A) Through the TIDBRF web site www.dragonboats.com
(B) By fax to 416-595-7334
(C) By mail to the Festival office at 1220, Ellesmere Road, Unit 13, Toronto, Ontario M1P 2X5.

To be valid, the registration form must also be accompanied by payment of the fee. All enquiries about the registration should be addressed to the festival Registrar by email "race@dragonboats.com" or by calling the festival hotline at 416-598-8945 ext 22.

3.2 Team Entry Fee

(A) Corporate teams (Premier mixed, women): $2,500(with 5 practices) or $2,325(without practices)
(B) Community teams (Premier mixed, women): $1,800(with 5 practices) or $1,625(without practices)
(C) University teams (Premier mixed, women):  $1,500(with 5 practices) or $1,325(without practices)
(D) Junior mixed teams: $750(with 5 practices) or $575(without practices)
All team entry fees are subject to GST.

3.3 Early Bird Team Entry Discount
Teams registered before January 31, 2008 will be entitled to a discount of $150 on the TIDBRF entry fee.

3.4  National and International Teams
Special discounts to the entry fee apply to national and international teams.
(A) Teams from the U.S. and Canada (outside of local teams) are entitled to a 50% discount.
(B) Teams from outside of North America are entitled to free entry to the TIDBRF.

3.5  Late Registration
April 30, 2008 is the deadline date for entry registration. Registration of teams after this day will only be accepted if there is space available. However, after May 31, 2008, no team registration will be accepted.

3.6  Withdrawals
Registered teams who wish to withdraw from the race should do so in writing to the TIDBRF before May 15, 2008, and a deduction of $100 of the fee will be charged. No refund of the fee, in whole or in part, shall be made after May 15, 2008. 

4. TEAM MEMBERS

4.1 Registered Team members
A registered team member is any person who is listed on the practice or team roster that has completed a waiver in accordance with the provisions of Section 6.

4.2 Multiple Team Participation
Team members are not permitted to register or race for more than one mixed team. However, women paddlers on a mixed team are allowed to register and race for a women team.

4.3 Team Rosters
Team rosters shall consist of one team manager and a maximum of 28 crew members (including drummers and steer-persons) for the purposes of practices and races.

4.4 Team Rosters for Special Races
All teams will be placed in special categories that reflect their make-up.  For pharmaceutical, bank, and hospital, and university teams - in keeping consistent with the past invitational race traditions - the following conditions will apply:
(A) The paddlers for these races must all be employees (or students in the case of universities) of the organization.
(B) The teams will have to indicate, at the time of the team registration, of their intention to participate in these Special race categories.
(C) These teams are required to submit a letter from the head of the human resources department certifying that the identity of the employees paddling at these races. In the case of the universities, proof of student identities will be required.
(D) The number of teams that will participate in these special races may be restricted and are dependent upon the number of races allocated for these purposes by the TIDBRF and the overall standing of the teams within their industry group during the heats.

4.5  Submission of Rosters
The final team rosters must be submitted to the festival office no later than June 6, 2008.

4.6  Identity of Crew Members
All crew members will be required to wear a wrist band showing the name of the member and the team of the member.  They are also required to bring one piece of personal identity. The Festival reserves the right to check the identity of the crew members prior to practice sessions and the races.

5. RACE STRUCTURE

5.1 General
The TIDBRF reserves the right to change the divisional or race structure.

5.2 Divisional Races
The crews are classified into and race in three different divisions (Premier Mixed, Premier Women, and Junior Mixed) as mentioned in Paragraph 2.1. Each crew will participate in 4 races (two heats, a special race, and a final). Teams, whether they are local, national or international, will all be competing in the same race structure.     

5.3 Special Races
Every team may qualify for participation in a special race as mentioned in Paragraph 4.4.

6. WAIVERS

6.1 Waiver Forms
All team members must sign a waiver (Form C, section D) stating that they have read the conditions of the waiver and are aware of the risks associated with the event and accept and thus waive any right they may have to any course of action against any or all of the sponsors, the organizers, the Toronto Chinese Business Association and its directors, officers and employees, the Toronto International Race Festival, its directors, officers and employees, the Greater Toronto Dragon Boat Club and its directors, officers, employees and the City of Toronto for injury or death to person(s) or loss/damage to personal property. For participants under the age of 18, parents or guardians must also sign the waiver forms.

6.2 Submission of Forms
All team members must sign and return the waiver form prior to participating in any practices sessions or race activities. The team captains are responsible for submitting all signed waiver forms from all the members of his/her crew to the Festival office prior to the first practice session.

7. EQUIPMENT AND ACCESSORIES

7.1  General
Dragon boats, steering oars, drums, paddles and life jackets will be provided by the Festival during practice sessions and races. All the equipment and accessories used during the practices and the races must be returned intact. Teams will be charged for the replacements costs of these items should there be damages due to negligence of their crew members. The Festival also reserves the right to disqualify any crew members or teams for theft or damage to the equipment or accessories during the practices or races.

7.2 Personal Equipment and Accessories
Participants are allowed to use personal paddles and life jackets as long as they meet the standards of the International Dragon Boat Federation and the Canadian Coast Guard.  However, electronic devices, including radio communications, signaling devices (such as whistles, rattles air horns or any other noise-making devices) or bilge pumps shall not be used by any team during practices or the races.

7.3 Tents
The teams are not allowed to erect their own tents.  Failure to comply may result in disqualification of the offending team from the Festival. However, the teams have the option of renting an official team tent from the Festival by filling in the appropriate portion of the Team Registration form (Form A). 

8. TEAM CAPTAIN

The team captain is the liaison officer on all matters related to the practices, the races and the Festival, including
(A) Registration of Team Entry
(B) Payment of fees to the Festival
(C) Receiving and understanding the official rules and regulations
(D) Completion and Submission of team rosters
(E) Completion and Submission of Waiver Forms
(F) Attending all team captains' meetings
(G) Ensuring that the crew members understand the rules, regulations, and procedures of the races and the practices, including safety and emergency procedures as stated in this document.
(H) Ensuring the proper conduct of the team members at all times during practices, races and other related activities.

SECTION B PRACTICES

9.  GENERAL

9.1  Location
The practice site for 2008 will be at the Sunnyside Pavilion. However, the Festival reserves the right to change the location should circumstances warrant.

9.2  Schedule
The available time slots for the practice sessions are as shown in the Practice Time Selection Form (Form B Section D) and the teams should indicate their preferences by completing the form. The time slots will be allocated by the Festival on a first-come, first-served basis upon receipt of the registration forms and full payment of fees. All practice sessions are limited to one hour unless otherwise arranged.  In the event that a team's practice session is cancelled during to special circumstances, such as bad weather conditions, the Festival office will re-schedule a make-up session based on availability of time slots.

10. PRACTICE PROCEDURES

10.1  Rules and Regulations
It is the duty of the team captain and/or steer-person to ensure that its team members understand and adhere to the Safety and Emergency procedures during the practice sessions.

10.2 Practice Schedule
The teams are required to
(A) Assemble in a designated area at the least fifteen (15) minutes prior to their scheduled practice time.
(B) Begin on time and return the boats to the docks promptly. No allowance will be made for late arrivals.
(C) Wait for permission from the practice site officials before leaving the dock. 

11.  SAFETY PROCEDURES

11.1 General
All crew members are required to understand the safety procedures, wear a personal floatation device (PFD) at all times during the practice.  Those teams that are deemed to be unsafe during the practice sessions will not be allowed to continue practicing.

11.2 On-water Traffic
The teams are required to adhere to the following traffic rules for all boats:
(A) Proceed to the right of the channel in accordance with the boating rules and regulations of the Harbour Commission and the Canada Shipping Act.
(B) Maintain a safe distance from any other marine craft at all times.
(C) Must not impede the progress of any other marine craft in its vicinity.
(D) Travel to the right of the practice course at all times.
(E) Give way to all other vessels.

11.3 Duties of Steer-persons
The steer-persons are the only crew member that the practice officials and life guards will communicate during the on-water practice sessions and are required to
(A) be approved by the Festival
(B) understand the length of the practice course and its boundaries

11.4  Assistance from Lifeguards
Should the team require assistance from the lifeguards at any time during the practice sessions, the drummer or steer-person should raise his/her hands to signal the lifeguards accompanied by a series of three short bursts through the sounding device provided.

11.5   The "Buddy System"
Before the start of each practice session, all paddlers are required to pair up with the one beside them in case of emergency.

12.  EMEGENCY PROCEDURES

In the event that a boat is swamped, the following procedures must be followed:
(A) The steer-person shall take charge of the crew until the lifeguards arrive.
(B) The crew must hold on to the boat and not attempt to swim to the shore.
(C) Each team member should ensure that their partner under the buddy system is in view and inform the lifeguard in case his/her partner is missing.
(D) Each team member must follow the instructions from the lifeguard.

13. PENALTIES

13.1  Circumstances
Penalties may be imposed by the Festival on a team or its members for, and not excluding the following:
(A) Violation of any safety procedures
(B) Infraction of the official rules and regulations
(C) Inappropriate conduct
(D) Willful damage or loss of equipment
(E) Misrepresentation of the festival or its organizers
(F) Ignoring reasonable requests or instructions from Festival and practice site officials.

13.2 Penalties
Penalties may include
(A) Letter of reprimand to the crew member(s) or to the team.
(B) Loss or Termination of practice session(s) for crew member(s) or the entire team.
(C) Financial reimbursement for damage or loss of equipment.
(D) Disqualification for crew member(s) or the entire team from the Festival.
(E) Disqualification for crew member(s) or the entire team from all future races and activities conducted by the Festival.

14. PROTESTS AND APPEALS FOR PRACTICE SESSIONS

14.1  Protests
A written protest may be lodged by the team captain to the Festival within twenty-four (24) hours of the incident relating to the practices.

14.2 Appeals
Written appeals to any penalties imposed during the practice sessions may be made by the team capital to the Festival within twenty four (24) hours of the imposing of the assessed penalty. The decision of the Festival will be binding on all penalties concerned.

SECTION C RACES

15.  GENERAL

15.1  Time and location
All races will be held on the Alan Lamport Regatta Course, Centre Island, Toronto, Ontario on Saturday June 21, 2008 and Sunday, June 22, 2008. The Festival reserves the right to change the time and location of the races.

15.2. Race Schedule
The detailed race structure, schedule, and other information for races will be available on the Festival web site on June 13, 2008. 

15.3 Race Conduct
(A) The crews must adhere to the time schedules and instructions which will be available on the Festival web site on June 13, 2008.
(B) The crews must report to the race officials in the team assembly area 30 minutes before each race.
(C) The crews must board the boat in accordance with the instructions of the Crew Marshal and the Dock Master.
(D) The crews must board the boat allocated to them and race in the lane allocated.
(E) The crews must proceed to the starting line according to the designated route and must keep clear of the course and not interfere with the race in progress.
(F) The crews must follow the proper course during the races, which is a straight line down the centre of the designated lane from start to finish without interference of other crews in the race.
(G) The crews must obey the commands of the starter and the referees at all times.
(H) After the race, the crews must proceed to the crew assembly area as quickly as possible to disembark.

16.  STARTING AND RACING

16.1 Before the Start
The referee has control of the race before the start, at which time the referee shall
(A) Advise the crews with a command, "Three minutes to start".
(B) Advise the crews with a command, "one minute to start".
(C) Ensure that the crews are lined up properly in the middle of their respective lanes at an appropriate distance either in front or behind the starting line, depending on the setup (e.g. held starts) at the starting line.
(D) Hand the race over to the starter with the command, "Starter, the race is yours".

16.2 At the Start
The starter takes over control of the race at the start and
(A) Shall ask the steer-person of each crew to bring their boat up, but not over, to the starting line. If held starts are used, the lane officials will assist in this task as well as holding the boats completely still on the line.
(B) When the starter is satisfied that the boat positioning at the start is fair, he or she will state the command, "prepare to start". This command will be followed by a start horn or gun within three seconds.
(C) If the starter witnesses a team false start, the race will be stopped by a second horn or gun and the race will be re-started. The crew that false started will receive a warning and if that crew causes a second false start it will be disqualified from the race. If the starter feels that the first false start was fragrant, he or she may disqualify the crew with a second chance.

16.3 After the Start
After a fair start, the referee will gain control of the race and
(A) The referee shall follow the boats down the course instructing the steer-persons to stay in the centre of their lanes.
(B) If a boat leaves its lane and affects the position of another crew in the race, the referee may stop the race at that point and issue a re-start. The violating crew may be disqualified at the sole discretion of the referee.
(C) If a boat leaves its lane but does not affect the positioning of another crew in the race, the referee may allow the race to continue. However, the referee will indicate a violation at the end of the race with a red flag and shall make a verbal report to the Head Judge. The Head Judge shall determine whether the crew at fault and to what extent should be penalized.
(D) Wash riding will not be tolerated and the crews may be disqualified, if, in the opinion of the referee, an unfair advantage has been gained by using this tactic. This decision will be indicated to the Head Judge by a red flag at the finish.
(E) If the race is deemed to be fair, the referee will indicate a fair race to the Head Judge by raising a white flag.  

17.   PROTESTS AND APPEALS

17.1 Lodging a Protest
A protest must be lodged by the Team Captain within fifteen (15) minutes of the conclusion of the protested race to the Head Judge at the finish line at the Grand Stand. A written submission detailing the alleged infractions must accompany such a protest within thirty (30) minutes of the conclusion of the protested race. A fee of one hundred dollars ($100) must accompany the written submission. This fee is to be deposited with the Head Judge. Protests will be limited to any matter of conduct or result of a race.

17.2 Decision by Head Judge
The Head Judge, upon receipt of a protest, shall summon the referee and other race officials involved to a hearing to convene thirty (30) minutes from the conclusion of the race.  After the hearing, the Head Judge will convey their decision to the person filing the protest. The decision of the Head Judge shall be final.

18.  AWARDS AND TROPHIES
(A) The awards and trophies will be presented as soon as the respective finals races are completed.
(B)  All championship cups or trophies are the permanent property of the Festival. The winning team may keep the cup or trophy for eleven months but must return it to the Festival office by May 24, 2008. 

19.  PRIZES
Individual Medals for every divisional final and special championship races
As in the 2007 event, each team will be participating in a final race based on its overall standings in the heats.   Gold, Silver and Bronze medals will be awarded to the athletes of the winner, first and second runner-up team in each and every regular final race and special championship race.

19.1  Premier Mixed Division --- Grand Championship Race
In addition to medals and trophies, prizes consisting of cash, credit to be used for the 2009 festival, and cash
coupon for TELUS Mobility products will be awarded to teams qualified to participate in the grand championship
race of the Premier Mixed Division (including corporate, community, or university teams -- local or
international), will be awarded to the grand champions as follows:

  2. Complimentary entry into the festival for the 2009 festival (TIDBRF).

19.3   Invitational and Divisional Finals
Championship cups will be awarded to the winners of invitational championship races and various cups or trophies will be awarded to the winners of certain final races for each division.
